Replacing HID with halogen lights

I have a 2010 ES350 with HID lights. I love the car but hate the lights because they are too low and I feel like I'm driving in the dark. They are bright enough, but not projecting high enough; I can't see exit signs, road signs, etc. Lexus said they can't be raised/adjusted upwards.
Is it possible to simply change the bulbs? Or is it more complicated, or even impossible? Thanks for your advice.

My Lexus dealer refused - they said that the lights would be too bright to oncoming drivers.
They put me in touch with a Lexus service specialist from "corporate". He looked at my car and said that while some cars have a 'mechanism' (sorry, I am not a car person) to adjust the lights, my model does not.
I am willing to spend money to fix this car. I don't like the new model (and finding a navigation/halogen combination seems impossible), and I only have 9,000 miles on this one. Other than the lights, I love it.
If anyone can direct me to a mechanic that that trust in the NY area, I would be appreciative. Thanks

Find same car as Yours (2010 ES with HID headlights) and check if lights are the same and if they are not find the shop with equipment for headlights setting. I am 99.9% sure You can set headlights on Your car.
