Hey Henry-
I PM'd Steve Ganz about the flickering of the McCulloch HIDs and he said his lights do that too. On his suggestion, I've e-mailed McCulloch and they've responded that this was normal for their ballast to flicker during ignition. I don't think Phillips ballast would do that since yours don't. However, I've never heard anything bad about McCulloch- it was recommended to get either Phillips or McCulloch HIDs.
I guess I feel a little more at ease with their response, although I wish the HIDs wouldn't flicker - similar to how old florescent lights do when you turn them on. Anyway thanks for your help.

i have two sets of philips ballasts + bulbs and they both don't flicker from what i can see, i guess it's just different design
