3ES Bi-Xenon and dummies?

Going to do a retrofit eventually for my 98 ES300, but I want to do all the research first.
Most likely going to get Morimoto Mini H1's as the main lights, these will serve as my low and high.
Goals: White reflectors and housing to match my car's paint, black shrouds, XSB 2.0 halos.
So my question is, which slot should I put the projectors in, the low or the high?
And what do I do with the other slot? Would I be missing out on light output if I just throw in some dummies?
EDIT: Also, is it possible to flash the highs when it's daytime?

Looks like daytime flashing won't be too good for the HID.
Is it okay if I put a halogen bulb behind the dummy reflector and use that as my daytime high (at night, in conjunction with the projector solenoid high)?
