Default Daytime running lights

I have a 1997 SC400. Some SC's come with DRL. Mine does not! How do I go about making my SC400 have DRL. Is it wiring or housing. Help please!!

Nothin special about the housing, DRL's use a special circut that involves a capacitor in the high beam harness to lower the light output for daytime running. I just saw a circut advertised in J.C. Whitney for a DRL circut that connects to your LOW beams, I don't know the quality of the kit or anything else about it, but maybe it can be modified to be used on the high beams..kit was also pretty inexpensive.
