Default 2011 gx460 bilateral loss of high beam function

Hi, seeking a little help in diagnosing the loss of power to my high beam/ drl on both sides. I have the hid/ xenon lamps and replaced both xenon and high beam bulbs with stock replacements within the past year. unfortunately, my driver side low beam ballast seems to be out as the bulb will flicker and then not power on. I have ordered new ballast for both sides as i am only going to remove the bumper once to replace these. any help diagnosing the high beam issue would be much appreciated. oh i have tried replacing the high beam relay and that did nothing.
