Default D-runners

Day light runners use the highbeam running at a lower voltage and have some relays in there too.
I don't see why you couldn't do it on your car.

In Canada you have different things on your cars...........By the way where are you in Canada?
Can you still buy HID retro lighting kits in the stores?

that's the only diff I think they made the lights to be on as soon as you release the handbreak instead of configuring the highbeams to run with less power. At least for the 92s the 95s I see the highbeams are on instead but i don't know wether for the 95s the high beams are the normal lights and the normal lights are the highbeams. To answer your question HIDs can be found in stores but are illegal the only way a non HID car (non new BMW, Audi,MB) can have them on the car is when you retrofit an OEM bmw etc. HID at least that's what I understood from traffic services. I have seen couple of obvious non HID cars ie. civics and older BMW etc with them.
