If I'm not mistaken, HID fogs that come with their own optics (i.e. Sylvania Xenarc and Hella Micro DE) are still available, due to the fact that they are considered an "auxiliary light source" which are regulated by the individual states. This is what I inferred from the comments of the NHTSA engineer who hangs out on hidforum.com (screenname Mr. 108) to give people information about NHTSA compliance issues.
Now trying to buy a 9006 kit for the GS fogs, would be a whole other matter, because 98% of the people who buy 9006 kits are putting them in low beams as a primary light source, not in the fogs or other "auxiliary" lights. So those rebased kits have fallen victim to the recent FMVSS 108 crackdown.
