No it's not. As you can see in the pics, the bulbs are coated with a blue tint...meaning it's going to give out less light output. Try looking for clear bulbs that don't have any type of color coating on them like Hella/Philips.

Yes that kit uses the Hella ballasts but the bulbs are blue. Shop around....
