1995 LS400 | 199xxx | Running Rough!

Hello,
I recently purchased a 1995 188,xxx mile LS400 on the cheap. The previous owner did the ECU capacitors and I have since gone through and verified all is well with the ECU. There are no check engine lights at all but this vehicle still roughs very rough and barely idles.
I compression tested the engine and all but 1 cylinder are showing 210 PSI. The low cylinder is right around 160 PSI.
I've replaced spark plugs and spark plug wires - the ECU is reporting no misfires.
I have a fuel filter on the way - is this a common reason these cars run like crap? This would be an easy win.
I can see the timing belt is on it's last leg which I'm willing to replace if I can get it running decent.
Right now my two suspects are
Are there any other common items to check on these vehicles when they're running poorly?

- Plugged fuel filter
- Worn distributor cap/rotor
- Timing belt jumped a tooth
