Default Ls 400 won't run

95 Ls 400 , driving one day and it just died and I smelled electrical burn , pulled ecu and sure enough capacitor leaked and burnt the board , I had another on hand and put it in , now when I hook obd reader it says no link , I have checked fuses and all good , still won't start , no power to fuel pump , any help would be appreciated , I tried to bypass by jumping b+ to fp with no luck then checked voltage from b+ and ground and got.38 with key on ? Where am I losing voltage? Before I lose my mind

check your alternator and/or battery. a burnt cap is usually pretty hard to smell as it's enclosed in the ECU, so i suspect something else failed/burned.

you need to methodically go through the electrical system, and look for loose connectors.

You need to check the serial number located on the ecu itself they have to match if not that could be reason why there is no link

The ecu was original one that came with car, I had put the one that burned out in car about 8 months prior , I'm aware of serial nos matching , have new battery but no power to pump

I also have no power to fuel pump relay at fuse block with key on , I have refurbished ecu (lifetime warranty) still "no link"
I have no spark also , is there a security cut-off switch or something , I've checked the fuses under hood and under dash drivers side , help please

Regarding no communication with the ECU - What code reader are you using (brand and model no.)? Confirm that your code reader is SAE J1978 compliant.

A wiring diagram (Engine Control) for a 1995 model year might be helpful.

Looking at the only reference I have (which is for my '98), the +B terminal in the Data Link Connector 1 (DLC1) gets +12 volts from the EFI Relay with the key RUN position. You might want to confirm that this relay is working properly.

I would think that the '95 and '98 are wired similarly.
