Ah! I know what those are. They're supports for the bumper cover. You need to clip them onto the bumper cover first using the rectangular holes on the top, slide the cover onto the car, and then insert clips into the round holes on those supports to connect them to the upper reinforcement.

EDIT: In my photos below, I don't have the clips installed to hold these onto the upper reinforcement. I added the clips after
