Lexus 2000 LS400- Slow shifting Transmission when cold

definitely something programmed in... using my OBD II adaptor + engine link app to monitor live sensor readings i was able to see that the holding 2nd gear 'quirk' only happens as long as the coolant is still below ≈100°F or so, which is the point at which the physical needle will just start to move off its peg
also even if the coolant is still below the minimum temperature it won't hold 2nd in the same way if it's already done a 2nd to 3rd shift, and it won't again until the next cold start... it's only the first 2nd to 3rd shift of any given drive that it does this

And some days it doesn't even really do it at all, though this often happens if I drive very carefully up to where it will normally harshly shift... but don't actually go fast enough for it to trigger. I then come to a stop at my streets stop sign and repeat on the next couple of streets, never leaving 2nd gear. By the time I get on the main road it shifts normally, even though this is the middle of winter and the coolant probably isn't even above freezing yet.
So there seems to be situations where if you just spend enough time in the "high pressure" zone of higher RPM\speed that it will satisfy some condition and bypass the harsh shift. I dunno. It's very strange. I'd be curious to know from the transmission programming team who designed this box in the 90's why the quirk is there.
