Question 1998 LS400 Seat Belt Replacement

My seat belts on the driver and passenger side retract slowly. When they are buckled, the retraction force is almost nonexistent (I understand that when buckled, these had a mechanism that lessened the retraction force to make it more comfortable). Nonetheless, they are pretty weak to retract. The most recent post I saw on this forum was for a '93 LS and I couldn't find any videos on how to remove the seat belt. Is the process similar to this RX300 video I found on YouTube? 20+ year old plastics always make me weary when prying them apart for the first time so I' figure I'd ask first.
