I've been browsing the forum and YouTube, trying to find a solution for this issue, but no luck so far.
I stumbled upon this post, but I'm not really a car expert. Hoping to get some assistance with fixing my wheel.
The parascoping movement of the column is fine, but it's the up and down movement that's acting up. I found the motor and the thread that controls it, but using needle nose pliers, as suggested in a forum post (can't find it right now), doesn't seem to work.
When I attempt to move it forward or backward with the ****, there's no noise at all. Do I need to replace the motor itself? Any help would be awesome. Thanks!

90% chance you need a new motor. These are very common to go out. You can unbolt the motor (allen on each side) and make sure the threads are not seized by rotating the motor and making sure the threads move smoothly. If they are not seized more than likely you need a new motor. I have attempted to disassemble and fix the motor myself before but had no luck, had to replace.

Do you happen to know the part number for the motor? Or where I'd be able to get a replacement? Looking at some of the diagrams there seems to be a couple motors in that area and I can't find one that says which motor is the up and down one.
But the part has gone through many revisions and different PN's, so thats not the only PN that will work. I purchased mine on eBay but they are still available from the dealer.
I have the same problem with a 1999 LS I just bought with only 75k miles in beautiful condition. The tilt motor is up. I'm ordering a replacement from Japan using Amayama Trading Company based on another member suggestion. I'll let you know how that goes as well as the repair process. Removal of the motor is easy.

First off that is not the motor for the tilt. The motor for the tilt is on the left side of the column. Can you hear the motor at all when trying to use it? If so the gear is made of plastic easy and cheap to replace but also can try flipping the gear over usually when these gears strip out it's only one side of the teeth. I circled location on you picture

May be you do not know the fact that an ultrasonic motor is used for a 99.
The replies you received for the tilt motor part number for a 1999 are correct. Models prior to 1999 use a different design. I bought a new motor for $233 from Japan with no problems. I was concerned about the life of a used one. It is possible to take the motor apart and I did so. It is a peculiar design and I don't quite understand how it works.
I cleaned it up but need to see if it is working now. I got the snap ring off by using a sharp pointed awl and small flat head screw driver. Make sure you screw the motor into the receiver about half way in so both up and down are equal and the steering wheel is centered mid-range.
It uses an ultrasonic motor which I don't really know how to repair either. Don't be like me a spray it with lubricant because that completely ruined mine. I think they need to remain dry.
