should I let the dealer do the work
I got a quote from my local lexus dealer of $1,600 to fix the brakes.
new caliper housings
rear brakes
front brakes....
the whole works
they said because the housings are frozen it is not safe to drive my car.
should I let them do it or get a second opinion?

If they said something like "The left front caliper is seized up, and we recommend replacing both" then I might believe them. But the idea that all four are seized up is ridiculous. This is a Toyota product after all, the seals used to protect the caliper pistons are very good, and it is possible to gently push the pistons back into the caliper and replace the pads only, at least once, perhaps twice, before the calipers require an overhaul.
A second opinion might be advisable.

I noticed you're in NJ. which dealer is quoting you this ?
i know them all by now. so i'll let you know whether to believe them or not.
at the same time find out the price of the callipers individually.
are you experiencing specific problems with your brakes ? if so what are the symptoms ?
