I have searched and found two threads regarding this topic, each of which had no replies.
I just want a clear and definitie answer as to whether or not these wheels will fit on my car without ANY clearance issues whatsover (esp. when used with lowering springs).
TIA

Yes they should fit, no problems. The bolt pattern on a 91 LS is 114x5, offset +35mm. on the IS300 it is 114x5, offset +45mm, so your wheels will stick out by 1centimeter, hardly noticeable, but they will clear. Now with the lowering, you have to be careful, as I said, the wheels will stick out 1 cm, and they may or may not rub your fender. With stock you'll have no problem.
