The function is actually ventilation during rain, when it rains in Japan it becomes very humid and the "rain sheilds" allow for the driver to open their window to vent the car without rain coming in. It is very uncommon to find a car in Japan without "rain shields" The UCF-10 was marketed heavily on its ultra quite ride, the rain shields made for the UCF-10 were found to dramatically increase external wind noise, and were quickly discontinued.
