you'll be fine, that CVC is for cars (like 98+ LS') that have the reflectors on the front bumper. not having them is not a violation.
What's keeping you from going diamond clear and going clear headlight+retro? or still pouring all the money into the celica?

Good to know about the reflectors.
Took some reading, here it is:
As a daily, having the car down is a time constraint. I might consider a headlight mod if there was a bolt-in and go. Of course with a good projector-HID fitment. I'll look into it.
I started in on some routine maintenance for the Celica, it will need about $1K at this point for it to be stock running. I haven't decided which way to build it up. Part of me says restore, other is a retro. There are some ideas rolling around, nothing definite. Depends what parts can be found and how much fabing will cost.
The LS will get most the attention.
Took some reading, here it is:

Color of Lamps and Reflectors
25950. This section applies to the color of lamps and to any reflector exhibiting or reflecting perceptible light of 0.05 candela or more per foot-candle of incident illumination. Unless provided otherwise, the color of lamps and reflectors upon a vehicle shall be as follows:
(a) The emitted light from all lamps and the reflected light from all reflectors, visible from in front of a vehicle, shall be white or yellow, except as follows:
(1) Rear side marker lamps required by Section 25100 may show red to the front.
(2) The color of foglamps described in Section 24403 may be in the color spectrum from white to yellow.
(3) An illuminating device, as permitted under Section 24255, shall emit radiation predominantly in the infrared region of the electromagnetic spectrum. Any incidental visible light projecting to the front of the vehicle shall be predominantly yellow to white. Any incidental visible light projecting to the rear of the vehicle shall be predominantly red. Any incidental visible light from an illuminating device, as permitted under Section 24255, shall not resemble any other required or permitted lighting device or official traffic control device.
(b) The emitted light from all lamps and the reflected light from all reflectors, visible from the rear of a vehicle, shall be red except as follows:
(1) Stoplamps on vehicles manufactured before January 1, 1979, may show yellow to the rear.
(2) Turn signal lamps may show yellow to the rear.
(3) Front side marker lamps required by Section 25100 may show yellow to the rear.
(4) Backup lamps shall show white to the rear.
(5) The rearward facing portion of a front-mounted double-faced turn signal lamp may show amber to the rear while the headlamps or parking lamps are lighted, if the intensity of the light emitted is not greater than the parking lamps and the turn signal function is not impaired.
(6) A reflector meeting the requirements of and installed in accordance with Section 24611 shall be red or white, or both.
(c) All lamps and reflectors visible from the front, sides, or rear of a vehicle, except headlamps, may have any unlighted color, provided the emitted light from all lamps or reflected light from all reflectors complies with the required color. Except for backup lamps, the entire effective projected luminous area of lamps visible from the rear or mounted on the sides near the rear of a vehicle shall be covered by an inner lens of the required color when the unlighted color differs from the required emitted light color. Taillamps, stoplamps, and turn signal lamps that are visible to the rear may be white when unlighted on vehicles manufactured before January 1, 1974.

you can buy the clear headlights and then take your time to retro whatever projectors you want into them, your stocks arent going anywhere

I had a suspicion why enough were cited for installing cleared side markers. I looked to find the VC section on the clear side marker lights...it wasn't to be found easily. Instead it was an NHTSA addendum: DOT HS 806 430.
The summary section:
So in that chance the LEO starts writing up illegal equipment violations for lighting equipment/devices, remember I mentioned it here. Most citations are initiated for the non-conforming clear side marker. Just speaking technically, whether they will initiate a stop just for this varies.
Rambling:
I may see if I can get some of the JDM amber. If I recall the sidemarker and turn signal VC, those JDM versions are illegal because they need to be flush with the body and cannot protrude. The Depot clear and JDM have that bulb clearance swell.
After polishing up the OEM amber lenses that have been on the car for some 160K miles...they are a superior build quality over the Depot $45 jobbers. I can see what {-.-}/Robert said about them. If motivated, I'll have a 98+ bumper fitted up instead, that has nicer possibilities. Don't look for this anytime soon, it is a low priority for me.
In North America, amber front and red rear sidemarker lamps and retro-reflectors are required. The law initially required lights or retro-reflectors on vehicles made after 1 January 1968. This was amended to require lights and retro-reflectors on vehicles made after 1 January 1970.
Side marker lamps were installed in cars, trucks, buses, trailers and multipurpose passenger vehicles in response to Federal Motor Vehicle Safety Standard 108.
The most notable change in motor vehicle lighting during the period 1965-75 was the installation of side marker lamps on most cars, trucks and buses in 1968. Before that year, most vehicles did not have any illumination visible from the side. The purpose of side marker lamps is to enable a driver to see another vehicle that is approaching at an angle at night (or is standing still with its side facing the driver)-and to see it early enough that the driver can stop in time to prevent a nighttime angle collision or, at least, slow down or take evasive action to reduce the severity of the collision.

Over the years we've seen them leak. I put a bead of clear silicone seal around the edge of the lens and reflector joint to help prevent moisture from getting in. (Same for some of the tails out there.)
Quality IMO is so-so but at typical distances, they appear fine. If you like the diamond clear or plain euro clear, it is a decent look. The fit was acceptable but because I'm using the OEM ambers with the clear turn signal lenses, I had to swap the plastic retaining bushing from clear corners into the OEM ones for the mounting tab to snap fit.

Bill, I bought these for Pearl. I didn't like the full clear look and the way the outside corners pooched out. I left the new clears as turn signals but, polished up the originals and re-installed them back into the outside corners. I also did the extra sealing as RA40 recommends. IMO I don't think the turns have as much brightness as the OEMs. enjoy, =spencer

If you have the cleared headlights, the diamond clear lenses match up nicely. For those of us with the DOT factory lenses, the old textured lens is the nicer match IMO. There are a few pics in the big picture thread, I have this one handy and I think it represents the look well with the original headlights.

Plus for a good while I have noticed two '97 being for sale at Automart right close to work. If I can remind myself I will stop in and take a closer look at them. If either has good clean silver logo caps I will get back to you.
