Steering column issue

Steering column issue
My brother just bought a 99 LS400 with 133k miles. The steering wheel is in the up position and does not move at all. If I hit the toggle switch I dont hear any noise at all. It is super quiet like there is no power. Any one know where should I start and what should I check. Like fuse and stuff where is it. Any Ideas
Update: I just check the column both of the motors are getting power but nothing is moving. I called one of my friends and he advise that it could the Steering ECU. Any thoughts any ideas.... Any one?

Is it possible that both motors would go out at the same time... I hear the click in the motor when I move the switch but its only one click. How can I manualy move the motor or move the steering wheel in driveable position

I checked the motor and both are getting +12v its just that they are not moving at all. It could be that they are burnt. I just need to know how to manualy just adjust the steering colum in a drivable position instead of the factory up position.

I don't claim this to be the definitive answer, but it sure has worked for me with 2 93 ls400's. After doing the repair suggested by by another member in https://www.clublexus.com/forums/performance-and-maintenance/49783-tilt-steering-repair.html, I have had no problems with my tilt on either car. My original post in Feb of '06 https://www.clublexus.com/forums/sho...t=49783&page=4 fails to mention that the plastic or nylon gear had worn teeth on one side, so in addition to the spacer ring that I installed (see 1st link above) I turned the gear around so that a full set of teeth engaged with the motor.
It should be noted that just because the motor does not make a noise for those of you with bad tilt controls, it doesn't mean the motor is shot. In my case, all it meant was the motor had reached a preset stop when the gear failed. Once I took the gear off I pushed the tilt motor button for a second and the motor turned. This gave me a point where the mechanism was not at the stop detent. Some adjustment of the wheel may be needed to allow for full range of movement prior to final assembly. Once reassembled, everything work well --- and has continued to work well on both cars for the past year and a half.
