the first set from eautoworks.com says it is a 2500k yellow but nothing about HIDs. isn't it only HIDs that use that K scale to classify the brightness?

and the 2nd set from ebay says they are HIDs but it looks like they are just replacement bulbs, because to my understanding, if you had HIDs, you'd need a ballast?

No, it's not only HIDs that use the K (kelvin) scale...it's all types of lighting.

The ebay bulbs are not HID bulbs...just yellow coated halogen bulbs labeled to "give off an HID yellow type color." And yes, you would need ballasts to power HID bulbs.
