Well I finally completed the task last night, it took me about 1.5 - 2 hours. Being very picky about everything and careful knowing that the car isn't new and all the parts aren't 2 months old, I just wanted to be cautious...WOW, After I got this done, It was the FIX ALL for all of my high start up idling problems. I CANNOT believe how much better the car runs, as we get to know how we drive our cars with out really paying attention to the speedometer, where I'd normally be going 60 MPH with my gas pedal in place, this AM I was going 75, it was like a rocket busted into the engine. When I went to heat up my car (the true test) Started her up, RPM's were around 1150-1200, mind you all on a cold frosty 28 degree morning. Last week the car would have been ar 1950-2k RPM for about 10-15 mins as soon as the car got too temp, and then slow to a normal idle. I couldn't be happier, I have no idea what Lexus would have charged me (and the 1.5 hr drive to the dealership) but I can now cancel my appointment I have on Friday, or just take her in for an oil service and mini inspection.
Anyhow, I just wanted to share my excitement and thank everyone for their thoughts and options and PICS on this task, I'd say that anyone venturing out to do the task, steam forward and get it done, it's a great way to familiarize yourself with the engine of your car..Also better note, I did not end up using an OEM part, which was really hard for me not to do, I called the Toyota dealership that's closer to me and the parts guy informed me that he'd recommend using the non oem a
s he felt it was a better choice, that being said I picked one up at my local NAPA store, for $38 with a 3 year, 36k warr. on the product (could have bought one for $26 that had a 2 year 24k warr.) we'll see how it goes, but again, so far so good. I'm still amazed. Looks like she's ready for ANOTHER 190k!

Yes, the Engine Coolant Temperature Sensor (ECTS) part number 89422-20010 is the green one below and the one that feeds the ECU so that it can make correct decisions on how to run the car correctly for the conditions - beside it, you have the gauge sensor (gray sensor below) which only is for the gauge in the cluster, and then there is a sensor in the bottom corner of the radiator for the electric fan.

How critical is it to have the
1 Wire Sensor for the gauge and the Sensor to the bottom of the radiator changed ?
My 1996 Celsior (UCF21 with stock 1UZFE) has a Hydraulic Fan, but Im currently experiencing a dip in my RPM once the Engine is heated (Hal temp level)
