So I followed Bob's instructions/illustration. Got the two bulbs out ran to the auto store got me a two pack of Sylvania 921 LL, installed them and PRESTO no more Tail lamp Failure message.
IF you new comers would learn to do a search instead of just ASKING for help, you would find that others have already done a DIY with photos to show you how to eliminate this problem.... almost all common failures have been addressed.... but it is good to have new blood flowing in to the blog... cheers.

Been awhile since last performing this bulb replacement. Forgot the details but finding these instructions refreshed the procedure. Only took a few minutes to complete the change-out. The internet is an incredible thing; Club Lexus infinitely more so!

You'll have to get a new third brake light assembly- one that includes the bulb sockets and the plug. Not sure what year your LS is, or the color, but eBay has 2 listed currently.
Not sure. If you are going to a salvage yard, that yours with you and carefully compare them. Maybe someone else will chime in on the fitment for your 99 model.
I have a 1999 but I wonder if one from a 1996 might work.
According the part number cross reference on the website whose name cannot be mentioned on this forum, the same "center stop lamp" part numbers are used for 1995 through 2000.
I can't tell exactly what's trashed by your photo but the attached image shows the part numbers. Maybe you don't need the entire unit if the parts that make up it are still available separately.
