sounds like the same problem I had with my 97 ls400 , y found out it was the knock sensor , wich is located inbetween the two engine blocks under the manifull, get some good llights and check to see if there's any loose wires or harness desconected, my car was doing the same thing yours is doing, lost power,lost speed when entering the freeway, and will take some time to speed up when driving it. good luck I think I have some pics also.
