fuel pressure regulator
if i remove the vacuum hose that is connected to the fuel pressure regulator, while the car is running, should I notice a difference. Because i pulled the hose while the car was running and there was no change. and i think that may be causing my issues

You shouldn't notice any difference. The reason being that the OE fuel pressure regulator is a fixed rate regulator. The purpose of the vacuum line on there is to reduce fuel consumption at idle. Because the engine pulls a vacuum at idle, it is safe to say that if you remove the vacuum from the FPR, and cap the vacuum leak, you won't notice a difference except for a slight increase in fuel consumption when vacuum would be higher than normal.
