It simply means that the locksmith is not skilled enough to deal with your LS400. You need to find a real skilled locksmith. The immobilizer data is stored in the chip referenced IC900.

Here is photos of my ecu that i just opened up and i cant seems to find ic900. I found IC600, 890, 910, 920 and so on . Crazy stuff, I found a locksmith that advertise being good on lexus but before i sent it just wanted to check myself. Looks like i forgot to mention that my car is 98 model
I had a hard time with at first, but thanks to a friend I found out that I was supposed to use the lock toggle with the red rectangle on it. I also used the instructions that Kansas linked.
I'm going to open this one up one last time hehe. Because I'm sick of this single key life.
TLDR: Got a '99 LS400 with one valet key only. I REALLY want the master key with the buttons for easy to unlock/lock. And it's sketchy to have just this single key.
FINAL Question: Has anyone actually had their ECU sent out somewhere specific to have a reflash and keys programmed? I want to find a worthy shop that actually knows Lexus. I'll send it anywhere as I have not yet found a place in VA I want to take it.
Have you thought about buying a knock off tech stream and programming the keys yourself? I think the ebay seller 1010 keys just needs your key code to cut the key. They're great. You can get the key code by going to a dealership, some offer to retrieve the code for free and some do charge a small fee.
