Default 91 ls ecu

I am needing some assistance testing the voltage on a wire connecting my power steering ECU to the power steering solenoid. The ECU is a small plastic box located under the dash. The wire I am looking to test is the bluish/green and black wire going from the power steering ECU to the power sterring solenoid. I am only getting seven volts out of this positive wire while I am getting twelve volts coming from the negative wire running from the power steering ECU to the power steering solenoid.
I have no power steering. The previoius owner replaced the pump and the rack. I have changed the solenoid with a known working solenoid and tried another (untested) power steering ECU with no result.
Here is a diagram with the wire highlighted...I am watching the thread closely and will try hardwiring the line if it looks like it is not continous.
Thanks much for all your help.
Brian
