I am having a problem with my 1990 ls400 changed the fuel pump and filter now there is no power to the fl relay I called a couple of friends they looked it up and said there is fusible links but where are they please help

There no power to the fuel pump relay all fuses are good what could it be please help me

The fusible links are under the hood, in the fuse box at the battery.
They are the colored sqaures with clear tops. They are also bolted/screwed into the fuse box, they do not just pull out.

okay i have tested all those with a test light the problen is i have no power to the fuel pump relay is there anything else it could be all the fuses are good every where
