This data is kind of interesting. Especially, how the 01 430 is slower to 60 then then 98, 99, and 2000 400 but the same as the 99 and 2000 in the 1/4 mile.

The slower 0-60 of 2001 LS430 vs 1999 LS400 caught my attention because the 2001 LS430 and 1999 LS400 mate to the A650-E 5 speed transmission,.
The torque converter P.N's. are different, so my guess is the LS430 torque converter has a lower stall.speed to take advantage of engines higher torque output and improve fuel efficiency.
Exhaustive inquiry of Toyota, transmission shops, torque converter rebuilders and this forum could not advise the difference.
Without definitive information, used the 1999 LS400 torque converter.
1990 - 1997 LS400 (A340-E?) 4 speed automatic used a higher stall.speed torque converter than used on the 5 speed A650-E.
So in the procedural.progression to increased power and lower stall.speed might explain why the LS430 0 - 60 is slower than 1999 LS400
All things being equal, a higher stall speed generally yields faster 0-60.
So, perhaps someone has stall speed data on 2001-2003 LS430 torque converter.

The 400 and 430 are, to put it very simply, different cars. Different weights, Different drag coefficient. Different emissions. Different ECU. Different suspension. To name a few...
I think the info you seek is hiding in plain sight in ULEV data.
