UCF10 turn signal/city lights ???
i've noticed that in this picture that the city lights are on in the inner/front portion.

but for me those lights are my turn signals and the outer portion are my city lights. did he switch the wires around?

All I see is a gen 1 LS400 with only the fog and parking lights on. Apparently someone modified the foglights to operate independent of the headlight low beams. Normally the foglight can light only when the low beam headlights are on.

yes i know about the foglights Kansas. i wasn't referring to that. i was referring to the bumper lights. sorry i wasn't more clear. on his bumper lights they're the city lights. but on mine they're the turn signals.

The illuminated ones are the turn signals on my 95.
I assume its the same for you.
My guess is that the guy in the picture switched his wires around, considering he has already done other light mods.

The "city lights" on the 1990-1997 LS400 are the light units "outboard" of the headlight units. The city lights of the 98-up LS are built into the headlight units.
I see what you mean now. It looks like the owner of the car on your photo has wired his bumper turn signals to stay on continuously or when the foglights are on. I can see how this could be done by making the bumper mounted turn signals flash when signaling but stay on when not signaling. Setups like this are fairly easy to do using automotive electrical relays although I sure wouldn't do it.
