I am measuring the idle speed when the engine is up to temperature without a/c in drive when stationary say at a junction or traffic stop sign

you need to measure the idle speed with the vehicle in NEUTRAL with the A/C off at operating temp.

please report back

So I checked my vacuum lines today and all of them was fine, one had a slice in it and fix that and it still idle low to me. I'm use to seeing and having it idle at 600 but not it idles about 400, when in neutral it idle at 800 no A/C on and when go into DRIVE that's when it drop to 400

Hello Everyone, I hate to threadjack, but I do not want to see this thread die.

I am currently here in (Relatively Cold) Kumamoto Japan. About three weeks ago I purchased a 99` Toyota Celsior from a Midsize dealer(by Japanese Standards).

Little Background:
1999 Toyota Celsior(Lexus LS 400)
C Package(Air Sus etc)
70,000 miles

Because I am very busy as a teacher, I usually only get to drive at night, and as such, I never really noticed a problem with the idle(generally about 500 because I have the lights on). It did not really vibrate or anything, so I had no cause for concern.

However, I got to drive it during the day and noticed that without the lights on the idle drops to about 400 exactly when at a stoplight in D. Normally I would not worry, but I noticed a very slight Vibration at that point. I turned the wheel, and it dropped to 375 or so, until I turned it back.

So, basically I am experiencing the same exact problem. Normally it would not bother me, but as most people know, LOW IDLE=LOW OIL PRESSURE, and the possibility of dying out.

TLDR:
Warmed Up: Neutral Idle and Park(Lights off) 650
Warmed UP in Drive Brake Pressed(Lights On): 425
Warmed UP in Drive Brake Pressed(Lights OFF): 350-400

It has a 3 month/5,000 km warranty so I took it to the dealer, and when they saw it the guys mouth dropped open and he said 低いぃ!In other words LOWWWWW. This shop specializes in VIP cars, so you can be sure he was not talking about the height of the car.

I suggested to them that they clean the throttle body, but if that does not fix the problem, is there something else we can do?

I have seen two solutions so far
1.) Adjust the TPS for a higher Idle, suggested by Pure Drifter. What worries me about this is that it will send wrong readings to the ecu causing jerking/bucking(Common Problem with a misadjusted TPS).

2.)TIghten up the throttle cable to put a bit more tension on it and allow a bit more airflow.

My question is will either of these cause the car to not go into(I know NOTHING about Auto Trans), some kind of Idle mode/gear? I know this car is Drive-By-Wire, but does that mean there is nothing to adjust on the throttle body?

Apologies, I have not really cracked open the hood on this Celsior(Owned a UCF10 before this).

Thanks for the help guys!

TPS idle adjustment doesn't apply to '98-00 cars. The car sounds like it's idling almost right but the alternator is pulling way too much load.

I suggest cleaning the throttle body + idle ports (small plate on top of it) and then measuring and testing the alternator.

So after checking out the car, alternator and battery check out good and I found this happen. One of the hose going to power steering (ACV) is broken. I read in the faq that this can be taken off and just plug it? Im starting to think this is what causing my low idle, everything else check out fine, even check my spark plugs for proper gap etc. Also My car start/turn over slow as well when it's cold morning it fire right up but after warm up and turn off and start it, its like start slow

This often happens when engine mounts went out with a rough idle. I suggest you to check engine mounts too.

I deleted my ACV and capped off the vac ports on the manifold and intake without issue.

just get a bolt the right size (not too deep), appropriate gasket, and put some blue loctite on the threads and/or some black RTV between the gasket and bolt/pump.

Ill cap/block it off this weekend, it will be fine to drive without it being block yet correct? Only time I will have to get to it is weekend which is on my days off. Any clue about the slow fire up/start up? Could it be signs of the starter going out? The car have 147k on it and I believe it is on the original starter

I have that problem Synical VIP. Idles at 400 and increases to normal when lights come on. I also have the "click, no start, then start" issue going on. It has also stalled on me once or twice. I wonder if these issue's are related?
