Default Parking brake not doing its job.

I got this '95 LS400 from my father-in-law a couple of months ago and decided to try out the parking brake. It was extremely hard to depress: I got it to go about only 3 clicks. No braking action whatsoever. Has anybody experienced this issue? I'm pretty sure the parking brake has rarely been used - if ever - on this car so it is probably siezed up. I'm mainly worried that I may have damaged something by trying to force it.

I doubt that you damaged anything but if you want to be sure just removed back wheel, the brake caliper and rotor( which are all easy enough to remove) and you can look at the parking brake assembly.

i'll venture and say it's probably seized. just release it and get the whole shebang loosened up.

keep in mind the parking brake is a DRUM setup inside the rear discs. the discs are for normal pedal braking while parking brake uses conventional drum shoes. i'd say they are seized as well based on the fact your are from Michigan (snow).
