Default UCF10 Sputtering/surging & low power

All,

So I had a no start issues and in my troubles I replaced in this order
Fuel Filter (no help)
Fuel Pump (no help)
ECU (car started after this)

Since the ECU replacement, the car has a little sputter and is surging at idle. The idle does not jump but is jerky when you slow down to stop.

Additionally, there is an intermittent loss of power. Sometimes I have to floor it to get moving and other times it works like normal. On the instances where there is no power, the engine is slightly jerky/surgy
