You will be very lucky to find one, they were,if I remember correctly,only fited to JDM models and there is a long queue to buy them as they are no longer available new.
I have 2 1994 JDM Toyota Celsiors and both have then fitted but sorry not for sale.
There have been past threads about this including one where someone put a Celsior lip on a U.S. or Canadian LS400. It did not fit very well - search and you can likely find the thread. The front bumper covers used on the gen 1 Celsior/LS400 in North America, Japan and Europe were all different (i.e. subtle and not so subtle differences in shape; with or without cutouts for headlight washers and foglights, etc.). The lips for Japan and Europe were also different.
I'm not sure about these. I did live in Japan for about 4 years and I don't remember seeing those lips on any of them. Maybe an option or just for a specific year.
