Two questions: DRL's and steering motor
Can daytime running lights be programmed on a 98 LS? Just curious.
Also, I unhooked the battery last week to replace the terminal and now my steering wheel does not move in and out; just up and down. Any reason why? It did this on occasion before but would fix itself after a few times. Thanks!

No DRL on the 98 US spec LS400 but it would be pretty easy to use the front turn signals as DRL by installing a WebElectric DRL-2P kit like I did on our 2012 Prius v wagon. Google it.

if you want OEM DRLs you can always follow the canadian wiring diagram to add it, though it's not that easy. it would be better to run an aftermarket module as stated already.
as for the steering i know usually all your personal driver settings are reset when the battery is replaced (seats, mirrors, steering wheel tilt, etc). you can't use the switch to telescope the wheel? the motors are a common item that fail.

Would they run full power if run though the wiper motor? I thought the DRLs run as 55w and the highs are 110?
When I push the black adjuster thing up and down it moves but when I push it towards the engine it just makes a click sound and when I pull it towards the seat it makes no noise at all. I wonder if it is the switch? I took the cover off and it didn't do anything and is definitely not making the noises this one was...

Sounds like you have similar issues with your steering column than me. But I'm having the issue with both tilt and telescoping. No clicking noises etc. as described in the washer mod thread, just that the columns moves only occasionally after resting for a while. When it's not moving, all you hear is a click.
Did the washer mod, but to no avail. My assumption is that it is just the motors getting tired after 17 years of use...

It is not practical to add OEM DRL to a 98 US specification LS400 and you would not want to follow the Canadian spec circuit diagram which is different than the 99-00 US spec diagram. The Canadian and US DRL systems are not the same and the 98 US spec LS400 has no electrical infrastructure to support DRL. If you want DRL, use an aftermarket kit which is what my Ontario relatives do when importing US spec vehicles. If you were in Canada I might recommend having a Canadian Tire store install a DRL kit for you although I am certain that you could adapt a WebElectric DRL kit like I mentioned previously.
