I checked the trans fluid already and it was full and looked to be new too.

So I took the car around the block.. Put it in reverse and give it gas and it didn't want to move like it wasn't getting gas then waited a min and tried it again and then it moved but its acting like its not getting gas or like it needs a tune up really bad.. Going to check the ripples today hopefully its just the ECU

I'm bout to do the ripple test and I didn't see where it says to where the volts should be.. Anyone have any idea where the volts should be at when doing this ?

So I left the neg cable off for a few hours put it back on and started it up.. It wasn't jerking when going into drive or reverse, It was driving fine but wouldn't go pass 1800 RPMs and the ripple once it was to normal temp the ripe was jumping from 50-138.. Is this sign of bad ECU ?

There comes another gentle man who needs to replace those infamous capacitors.
Jumping from 50-138 simply meas that those capacitors are not working well and ripples are not absorbed well enough.

You must also know that the actual ripple voltage is bigger than 50-138mV because it is the result of the division by 2 resistors that are internal resistor in the ECU and the resistance of the temperature sensor. You have much higher than 138mV at peak and that is enough to cause the malfunction of the ECU.

I suggest you to replace those capacitors ASAP before the board is damaged.

I just noticed that you have to use a capacitor to do the ripple check all I used was the multimeter it self... Does that make a big difference in it ?

Of course, yes. Without it, the DC can't be eliminated and you can't measure the ripple alone.
Other than the ripple, your symptom does sound like the failed ECU. Failed ECU prevents the engine to rev higher than 2000rpm.

I was actually wrong about that also.. It will go pass 2000rpm but it takes a few seconds of flooring it.. Picks up a little better when shifting yourself still has a little hesitation but the RPMs still go up as normal..

The caps are EOL so like many of the 97 and older owners, it is a matter of when you'll replace them. Avoiding /limiting PCB damage is important.

Does your A/C work?

Those cost ~2X more than buying direct from Digi Key. Parts should cost about $6 and a bit more for shipping.
