Tilt wheel not returning to driving position

Tilt wheel not returning to driving position
So I recently bought a '95 LS400. When I bought it the power tilt feature didnt work, last week I performed the fix found it this thread:

When I opened the steering column I found that the previous owner had unplugged the tilt motor and also the spacer for the blue gear had indeed fallen apart, so I replaced the spacer with a zip tie and plugged in the motor. Now it works but after I exit the vehicle and the steering swings out of the way it only returns to the driving position about half the time. It operates smooth and quietly otherwise. Should I try replacing the tilt motor next or is there a piece of electronics or controller that tells the mechanism what position to return to?
