I have used a MINES modded ECU as well as repaired (recapped) them, it is a piggyback system, they give a small performance increase, definitely not worth the money, I would not give even $400 for one, just not enough difference in power or quickness. Their extra processor board, which is the size of the main two ECU boards, just has a single axial capacitor, by the way, and it is a hard one to find! - because the extra board is soldered across about 100+ processor pins, if the top ECU board ever fails, the repair would be very expensive in labor.
See, it is not really MINES fault, they are really limited because this Toyota's ECU programming has never been cracked, so it is not possible to truly reprogram it - this is also the reason that lower cost "chipping" services are just BS, they do nothing! - at least the MINES does work to some degree, it is not snake oil, it is just a lot of money for a small difference.
I would say the most bang for the buck ECU mod is fixing the ECU capacitors, this will often give a power increase, especially at the low end torque, but it won't make it better than new, will just make it as good as new, but for these 20 year old cars, that is an improvement you can feel in the seat!
