Ideas to make my celsior look better?

To get a little back on topic.. Have you checked out RA40's rims, Ragnar21?
They look pretty good in my opinion and have a good amount of sidewall on the tires to suit the road conditions you are in with the earthquake damage.
Here's info from his post in the rims section:
------
'97
L-Sportline Model IV one piece
18x8.5" +45mm
245/40-18 BFG KDW-2 (old)
245/40-18 Yokohama S-Drive (old)
245-40-18 Continental Extreme Contact DW (current)
Bilstein and Eibach Pro-Kit. Lowest snap ring setting front, high rear.
Front is 2" rear is 1.50".
12mm spacer in rear
------
I hope this can get the ball rolling again in the right direction.

Your car looks just great, and you did ask for some ideas. I'd go factory stock all the way. And give it a super detail job, a good shine and you'll have the one of the best cars there is. The less aftermarket junk that is put on a car the more value there is to it. A super straight non modified LS commands way more $ than a messed up low rider that a person spends thousands on, just look at cars that sell on ebay and craigslist.
