Here you go, I have not tried it because I tried to register on the Toyota drivers site and it wants me to up date my browser which I will not do. So I need to wait till I get a Linux box up and running.

I don't know much about the Gen1, but I think you'd better to check the 20A fuse under the dash. The Gen2 and Gen2.5 have that fuse and supplying the current to the compressor motor. I think the Gen 1 also has it.

I just looked at the inside under the dash fuse box cover there is no listing for a fuse for the air suspension. For 1990 LS.
There are 2 height control relays, #1 in front, the front of the front left fender (driver side US cars) #2 is in trunk right side near suspension ECU.
Engine main relay is a power source, there is even a connection to the dome warning light - door switches etc.
The trouble shooting chart for a no operation gives this.
1 Alternator circuit
2 Power source circuit
3 Height control switch circuit
4 Height control On / Off switch circuit
5 Height control sensor circuit
6 Suspension ECU
The height control sensors are a photo transistor and a slit disk.
I say disconnect the battery and go around to all sensors and unplug them and replug them, and for that matter all other connectors associated with the suspension, make sure good contacts, and also loosen any ground point bolts or screws and retighten them, just the movement will break any corrosion and make contact. That is a good place to start trying to fix the problem. This also means removing and reinstalling relays and fuses. Cleaning the fusible links should be the first thing to do. Don't forget the alternator plug as well.
So is Limburg the Netherlands? And then is it close to salt water? I think corrosion is the problem, old car salt air lots of galvanic action.

Anyone who knows what this is?
Comes out of the front fender from behind where the headlight normally sits.
(Uploading pictures does not work???)
