That's what I'd call a horny car.

I don't know "8966150 240 175000 7412 12V" you described. The original ECU for a 95 Celsior is 89661-50240 which is infamous for its strange behaviour when the car is aged and the throttle body is clogged too much other than the QAS capacitors issue. The common symptom is the engine halt after the long high speed run. See the post by Dutcy below and several his posts related to the ECU 89661-50380. The Engine halt problem is a known issue for most of early UCF20/21 JDMs and USDMs.

You'd better to use a 89661-50380 instead of a 89661-50240 to avoid the engine halt problem and for several other performance issues.

One idea to find the ECU 89661-50380 is to search it at the Yahoo Japan Auction so called "Yafuoku" in Japanese.
You need to understand Japanese language to bid but there are several agencies that help foreigners to bid and ship. You can find those agencies at the link below.

Yamae, in getting the same exact ECU should it have its matching steering column in order for it to start?

Thank You. I am getting the original spec ECU. Should it be wise to replace the caps before pluggin it to the Celsior?

I am going to get capacitors for this. Does LS400 ECU's have the same capacitor ratings as Celsior's? I might get different LS400 ECU value but will not match the capacitor values that are for the 1995 Celsior.

Yes, just the same for a 95. The guy named Dutchy has done the replacement and you can find his posts searching at the all my------capacitor thread.
