Does anyone make a piece that can be fiberglassed in to smooth the stock front bumper? (fill the recessed area for the license plate)

Gosh, the indentation for a license plate was very slight and barely noticeable on the 2000 LS400 Platinum I sold in 2014. I can't imagine anyone making a super-thin filler piece for it let alone for a 17+ year old car. Here is a 2014 photo of it just before I sold it.
