Do a proper bleed and fill on your coolant. You're probably low and have an air pocket somewhere in the system. Add coolant to the fill hole in the front middle of the engine, just behind the thermostat NOT through the radiator cap/coolant reservoir.

Have you seen one lock up? It would sure be easy to disconnect the drive cable from the valve and see if the cable moves as it should when not connected. It allow manual movement of the valve as well. I'll have to look at the logic for the water valve as most vehicles I've seen with a water valve only close it in the max cool or recirc mode. I've never noticed how the LS400 does it. I do know that I hear burbling in the heater core after filling an empty cooling system WITHOUT the heat on.

Thanks for so many responses guys it turned out to be a couple of issues no thermostat installed one vented and bleed cooling system after refilling used wd 40 lubricant at pull wire for valve at engine firewall and changed cabin air filter looked as if never changed air was not able to pass thru filter chamber totally blocked replaced filter . the car has heat now but still behaves like there is air some where up top, heat performs great at highway speed not so much around town stop and go. coolant valve should have lower mount point I think going to change old reservoir cap for better pressure and re bleed with car parked on an up hill pitch hope that cures it totally
