Default Repainting '92 LS400

I have a '92 Black Jade LS400 with the two tone look like this. (not my actual car)

These days lower half looks MUCH worse than the upper and polishing doesn't help. Is there any reason I can't paint the entire vehicle black? It's always seemed to me the bottom half was a different material or something. Will it be noticeable after?

How much should I expect to pay for repainting?

The bottom half is plastic cladding. Its made with a blend of polyurethane and composite plastics. It can be painted just like metal, but there are different steps involved. You will need to sand it, hit it with an epoxy primer (instead of self etch), then sand, then High build primer, then sand sand sand sand, then base coat, then clear.

Black jade is my favorite color of the 1LS's I had an ES250 in that color.
