Forgot to update!

Got it working almost, 90s cars have a different combination on the sensor from 91+ cars. slot 1 and 3 are inverted on those newer sensors and once we switched the order everything gave life. Now my odometer is stucked, speedo is also almost stucked and trip is not calculating correctly but I am thinking its my cluster giving that issue. Everything else is looking good.

Well at it again all wires going to cluster from speed sensor have continuity and from cluster to the ecu. Did this test with the speed sensor and there is no change in voltage looks like I may have to go oem on this darn thing

Problem is fixed! Order oem from Japan and it solved the issue!
