Recently had throttle body cleaned because the car stalled because the rpm fell to zero when driving and when at stop. Car now runs too high rpm. Starts at 1400 and goes slowly down to 1200 in 5-6 minutes and stays there until put into drive or reverse gear. Idles at 1100 or so warm. It's 32-50 degrees here and car has always started at 1000 and quickly declined to 800 and idles normally when warm at 600 rpm. Tried adjusting throttle cable, which did nothing to the rpm level, disconnected battery, waited 15 minutes and reconnected to reset-also with no change, sought to rotate TSP but it is already turned to its extreme left position providing no adjustment to lower the rpm. Mechanic says unlikely to be a problematic throttle sensor unit and cable. Also, emits exhaust that is said to be due to a faulty brake fluid control valve. Fear damage to this car starting at such high rpm in cold weather for Texas, but I seem to be out of options to correct this problem. What can be done?

The car needs re-leaning. Have you tried to give your car enough time do do so?
Sometimes you need several or more hours of driving totally in case the clogging was very bad.
If the re-learning is not done properly, the next issue you need to check is this below. Anyway if capacitors are still the originals, it's time to replace those or a bit late since those QAS capacitors seldom last more than 20 years.
