Do you have the part numbers for the vacuum hoses you mentioned? Mine is a '99LS, would like to have all parts ready before I change the starter.

It really depends on the shape of the car and how much $ are you willing to spend. I replace leaky gaskets if they are easy to get to or if other PM needs to be done. If you're changing the spark plugs, you might as well go in and replace the valve cover gaskets, spark plug tube seals and grommets. If you're doing a timing belt change, you're replacing the water pump gasket and the thermostat housing O-rings while you're in there. Don't touch the TPS unless you need to - like the CEL turning on and there's a code related to that.
As for the soft parts on the suspension, do those when you're replacing the shocks or if you hear clunking sounds over bumps. Doesn't hurt to install new OEM engine/trans mounts. I wouldn't touch the bulbs unless you need to replace a burned out one. The OEM Toshiba or Koito bulbs in these cars do live a long life but all bulbs do burn out or break.

Vepagoo Lexus LS400 1998-2000 Gas Charged Hood Lift Support Shock Strut (Set of 2) $18.99
Consider hood shocks as well . My hood slammed shut while lowering my car with a floor jack. Yikes! These work really well. We will see how long they (currently unavailable on Amazon now) hold up. The old set lasted 4 years.
