what car is this for? year? mileage?
based on a quick background check on CL you have a 06 is250...so this would be the wrong forum to ask but I want to help as I have an 07 is250.

sounds like the signal for the tachometer is lost. it moves indicating the cluster itself is not to blame (it does a full sweep of the needles on startup) plus you confirmed this by swapping clusters. was there engine work done recently? most likely something was unplugged or broken.

I cleaned out my IACV. Initially, it solved the stalling problem, the problem returned a month later. I recleaned it, and now I notice the RPMs have dropped from 600 to 500. If it's not the IACV, what might be causing such a low RPM?
