Default 98 Lexus LS 400 p0171 and cannot figure out fix

I have a 98 Lexus LS400 with the p0171 code. I have replaced the MAF sensor, all o2 sensors. I have poured in injector cleaners and have been told it is not a vacuum leak. I cannot pass an emissions test even though being at higher altitude is running cleaner. Any further suggestions?

Other candidates are fuel pressure and engine coolant temperature sensor.

to make it short for you, it's (most likely) your VVT Oil Control Valve on the drivers side.

dude did you not read the thread i posted? The code doesn't show up most of the time, but replacing the OCV solves the issue. Not to mention if you really want to be cheap you can just clean the valve thoroughly and see if that makes any difference
