1995-2000 LS400 employs two bolts plus two plastic clips (with sealing washer) to retain the taillights lenses to the rear quarter panels.
While relamping the rear taillights, I observed the plastic clips were a bit wobbly where they pass through the sheet metal and the rubber sealing gaskets were herniated...
Inexpensive parts, so determined to replace both sides (4 total)

After removing trunk latch plastic surround and side trunk trim....remove the round plastic bolt covers..which are flat at bottom to allow insertion of flathead screwdriver. 10mm bolts exposed...remove....the taillamp assembly will then pop out using equal force with your hands on both sides while pulling towards you...DO NOT pull only on this side... Set the lense on a towel to prevent scratching paint on bumper...
(Trunkside) Use pliers to compress lances on plastic clips and they should easily expell through to the lense side. New clips with gaskets. New clips installed. Zero slop and positive seal One of the old parts....Very impressive for 20 years old..Toyota specified high precision and excellent quality raw materials for their plastic components... this seal has had it.
