Default Steering wheel tilt motor questions

Hi, so I was looking on the other threads looking to see how I can fix my steering wheel tilt, the motor makes no noise/movement on all axis at all when trying to press the tilt button so do I assume the motor is the problem and not the "quick gear fix" that the other threads say? or could it be a combination of both the gear and the battery?

And if it is the tilt motor's problem is there a link to the part I can find or is it not worth fixing?

Could it possible to manually disconnect the motor and manually adjust the steering column?

(I apologize if this type of question thread already exists and me being too blind to find it )

When I have trouble with my tilt, I remember placing a washer behind or in front {can't remember which) the white plastic gear in order to line up the gears. Then it works for about 3 years and I have to do it again. Go Figure.

If my memory is correct, I think the gear to place the washer is right behind the joystick is it not?

There was a design change to use ultrasonic motors in August 1998 to minimize the noise and the vibration.
